The Ministry of Health held a discussion on the results of activities of hospitals for the fourth quarter, operating with support of World Bank, project “Health Results-Based Financing” (RBF).
As it is known, in June 2014 in the selection of hospitals 63 district and rural hospitals were involved, including General Practitioners Centers (GPCs). Randomly they were divided into three groups, in one of which it was decided to carry out quarterly assessment of quality of medical services with the payment from RBF project funds, in the second to conduct only quarterly assessment of the quality of medical services without payment of funds and the third group will be a control group. There are 21 hospitals and GPCs in each group.
As head of RBF project, Klara Oskombaeva noted, preliminary discussion of performance of selected hospitals showed that, in general hospitals improved their performance by 40%. Compared with the previous quarter, the growth rate is 1.4. According to Scorecards Balykchy, Kochkor, Moscow, Kara-Suu, Aravan hospitals and GPCs Jeti-Oguz, Mirza-Aka had scored more than 500 points, respectively, became leaders. Good results and growth rates showed small GPCs Suusamyr, Jany-Jer and Samarkandek. By points, they may not have been the leaders, but they have markedly improved their work. Weak performance was in Aksy, Bazarkorgon hospitals and Mailu-Suu GPCs. Ministry of Health of the Kyrgyz Republic should develop specific tactics, in fact, if the hospital shows low level, then quality and safety of medical procedures suffer, there are problems with the infrastructure and management system. Perhaps, hospitals’ managers do not have management skills or knowledge on modern management approaches in health organization. They are used to working from one monitoring to next control. And this is the another task the project faces – to improve management capacity of hospital managers and GPCs.
As it shown in the review, second group of hospitals is clearly lagging in growth rate from the first, and perhaps this is due to lack of motivation. The objective of RBF project staff is to review indicators, analyze the situation and together with the participants of the experiment to make conclusions, what other problems exist in hospitals, where investments are necessary, and where it is needed just to change the approach.
