The fourth review of hospitals’ performance participating in the project of Ministry of Health of the Kyrgyz Republic "Health Results-Based Financing, supported by World Bank has been completed. It is held every three months on the results of hospitals’ performance for the past quarter.
As Deputy director of RBF project Arsen Askerov told, in the fourth review, like in previous year, the first group of hospitals receive incentive financing and among them Balykchy territorial hospital retains its leadership, which has raised its performance to the highest level, almost 93% of quality requirements was done. Second place was taken by Jeti-Oguz GPC according to number of points against Scorecard, the third - Kara-Suu territorial hospital.
Arsen Askerov says, that between the first financed, and second, unfinanced groups of hospitals participating in the RBF project, there remains a difference, but it is insignificant. If there was difference in number of points in the third review, especially on some indicators, in the fourth review, it is almost invisible. In the second group of hospitals which do not receive incentive payments, they keep professional stimulus, even in the absence of financial payments. According to experts, additional research is needed, structured interviews for managers of hospitals and specialists to analyze the present situation, when about 45% of the hospitals receiving the RBF project’s additional funding does not improve, but rather reduce their performance, while the number of other unfunded group of hospitals is 25% of total number.
