Cambodians colleagues gained the experience from RBF project in Kyrgyzstan
The delegation of medical professionals and financiers of the Kingdom of Cambodia led by Ms. Nguon Sokha, Secretary of State of the Ministry of Economy and Finance, visited Kyrgyz Republic for the study tour in a week of October 10, 2016. The objective of the study tour was to gain the experiences of the Kyrgyz Republic in health care quality improvement under the performance-based financing approach. Cambodian guests visited Balykchy City Hospital and Chui Family Medicine Center. The delegation met with Mr. Marat Kaliev, Head of Mandatory Health Insurance Fund, and his chief specialists to study the Kyrgyz health financing system. On behave of the Ministry of Health of the Kyrgyz Republic the Cambodian delegation was accepted by Mr. Amangeldy Murzaliev, Deputy of Minister of Health, at October 13, 2016. He said that the RBF project supported by the World Bank encourages hospitals to improve the medical services quality, as it provides additional incentive payments. Another lesson learned from this project is that well design RBF approach may leverage existing financial and management systems at the hospital level, because the hospitals that do not receive additional funds has also achieved good results. The expiries of two years RBF project implementation deserves the extension all other the country.
“RBF project is very good approach to strengthen and improve the quality of health care in Kyrgyzstan. I observed the strong leadership and strong teamwork in this project. Without good design and preparation, RBF could not achieve such good performances. Once we learn from Kyrgyzstan, we will prepare properly our own system. We will also use some of the tools of RBF project in Kyrgyzstan and implement in Cambodia” –said Ms. Nguon Sokha, Secretary of State of the Ministry of Economy and Finance.
"We saw that Kyrgyzstan has achieved enviable success in health promotion. Cambodia made a lot of investments in human resources and infrastructures. Based on the lessons learned from Kyrgyzstan, it is necessary to work definitely on the quality of medical services in order to improve health outcomes." - said Mr. Lo Veasnakiry, Director of Department of Planning and Health Information of the Ministry of Health of Kingdom of Cambodia.
