Towards improved quality of Health care in Kyrgyzstan. The MOH and MHIF are testing alternatives for improving the quality of health services.
The Kyrgyz Republic with the assistance of IDA and the Health Results Innovation Trust Fund (HRTIF) is piloting a Results-Based Financing (RBF) project in all Rayon Hospitals nationwide. The purpose of the program is to improve the quality of care offered to the general population attending the Rayon Hospitals and specifically pregnant women and children.
The project is using a balanced score card (BSC) which is applied once per quarter to each hospital through a transparent peer review process. Based on the score obtained, hospitals receive a financial incentive which they can use to improve the quality of care.
The pilot includes 43 hospitals. In 22 of those, the quality of care is measured quarterly. Based on the score obtained, a financial incentive is calculated and a paid to the hospital. In the other 21 hospitals the quality of care is measured but no financial incentive is paid. This group serves to evaluate whether financial incentives lead to better quality of care.
